Amador County, California

Building permits, zoning and land rules in Ione, California

Inside Ione city limits in Amador County, California, the City of Ione adopts and administers its own zoning districts, and the city's building department handles building permits under the adopted California Residential Building Code.123 Septic permits are not the usual path here: city code makes it unlawful to dispose of sewage from a building in the city by any means other than connecting to the public sewer.4 Amador County's rules apply only outside city limits.5

Does Ione, California have zoning?

Yes. The City of Ione adopts and administers its own base zoning districts inside city limits, and the zoning code's allowed-use tables show which uses each district permits and what kind of approval they need.1 Amador County's zoning ordinance, with its R-1, A and AG districts and their setbacks and lot sizes, covers unincorporated territory, and the county's own zoning claims say incorporated cities may run separate local rules.5

So the setbacks, height limits and minimum lot sizes in the county's district tables do not automatically apply to a lot in Ione. The City of Ione Planning Department answers zoning questions over the counter, by phone and by email, and publishes the zoning code and zoning map.9 We could not confirm Ione's rules for RVs, tiny homes or minimum house size, so ask the planning department before you rely on any of them.

Do you need a building permit in Ione, and who issues it?

Building work inside Ione city limits goes through the City of Ione Building Department, not the Amador County Building Department in Jackson. The city has adopted the California Residential Building Code, with city amendments.2 The county building permit rules we found are written for the unincorporated area only.10

Ione's building page says applications are submitted electronically: the permit application is emailed to the building department, which then calls for a plan check deposit that can be paid by phone.3 We could not confirm a complete list of what work is exempt inside the city, so assume a new house, addition or accessory building needs a permit and confirm with the building department. For comparison only, the county says any structure over 120 square feet needs a permit in unincorporated Amador County.10

How do septic permits work inside Ione?

Inside Ione, septic systems are generally off the table. City code makes it unlawful to connect to, build, install, maintain or use any means of sewage disposal from a building in the city other than a connection to the public sewer, subject to exceptions elsewhere in the sewer article.4 A lot in Ione therefore normally means paying for a sewer connection through the city instead of designing a leach field.

Outside city limits the answer changes. In Amador County, a septic system needs a construction permit from the Amador County Environmental Health Department before it is built, and each system on a property needs its own permit.1112 If a parcel has an Ione mailing address but sits outside the city, confirm the city limit with the Planning Department before you assume either rule applies.9

Can you live in an RV or tiny home on your land in Ione?

We could not confirm what Ione allows for RV living or tiny homes on a city lot, so ask the City of Ione Planning Department before you buy.9 California law says recreational vehicles are not intended as permanent dwellings and, unless a local ordinance allows otherwise, RV occupancy is generally limited to mobilehome parks or special occupancy parks.13

For tiny homes, the state treats the structure by its classification: it must qualify as a manufactured home, a California Residential Code home, factory-built housing, an RV, a park trailer or a camping cabin, and a tiny home that fits none of those is a noncomplying structure whose occupancy is illegal.14 Outside the city, unincorporated Amador County limits temporary RV use on private land to 16 days in any calendar year.6

Building a home in Ione: the steps, in order

  1. Confirm the parcel is inside Ione city limits and find its zoning district using the zoning code and zoning map.19
  2. Ask the City of Ione Planning Department whether your intended use is allowed in that district and what approval it needs.9
  3. Plan on a public sewer connection rather than a septic system.4
  4. Email the building permit application to the City of Ione Building Department and pay the plan check deposit when they call.3
  5. Build to the adopted California Residential Building Code and the city's amendments.2
  6. For a private well, ask Amador County Environmental Health, since California well permits come from the local environmental health agency or water district.815

What stays with Amador County, and what to check before you buy

Ione decides zoning and building permits inside its limits, but wells and any septic question that falls outside the city sewer rule point to Amador County Environmental Health.1815 Owner-builder rules differ by location: the county's limited-density owner-built program applies only to qualifying rural parcels in unincorporated Amador County, and we could not confirm an Ione equivalent.7

Before you buy, ask the city three things: which zoning district the lot is in, whether a sewer line already reaches the lot, and what the Master Fee Schedule lists for building permit and plan check deposits.3 We could not confirm current permit fees, driveway requirements or short-term rental rules for Ione, and Amador County's fee and height tables should not be used as a stand-in.

Watch-outs

  • Search results mix up the City of Ione with Amador County's unincorporated rules; county setbacks, the 16-day RV limit and the 360 square foot minimum home size apply only outside city limits.616
  • We could not confirm which building work Ione exempts from a permit, or its owner-builder, tiny-home and RV rules, so call the City of Ione Building Department and Planning Department before you commit.39
