Page, Arizona requires building permits for a home and regulates land use through city zoning.12 In Coconino County, Page handles building permits and zoning, while separate county septic approval is required in areas such as Ranchette Estates; larger wastewater systems fall under ADEQ.3456 An RV-park zoning classification does not establish permission to live in an RV on a private Page lot.7

Do you need a building permit in Page, Arizona?
Page requires a building permit for construction, enlargement, alteration, repair, moving, demolition, changes of occupancy and regulated electrical, gas, mechanical or plumbing work.1 Page exempts listed work, including finish work, sidewalks and driveways; a building-permit exemption does not establish driveway-access approval.1 The city lists detached, one-story tool sheds, storage sheds, playhouses and similar accessory structures of no more than 120 square feet as exempt from a building permit.3
Page allows owner-builders for residential projects only, and contractors or laborers hired to assist must be licensed.8 Owner-builder status therefore does not remove Page’s building-permit requirement for a new home.81
Who issues building permits and zoning approval in Page?
Page’s Building Safety Department reviews construction plans, issues building permits, collects fees and performs on-site inspections; call (928) 645-4266.3 Page’s Development Services Department handles zoning information, development applications, land-use permits and subdivision questions; call (928) 645-4261.4 Septic construction authorizations within the county’s delegated jurisdiction come from Coconino County Environmental Quality, rather than the city’s building office.10
Page requires payment of plan-review fees before building-plan review begins.3 When submittal documents are required, Page’s plan-review fee is 65% of the building-permit fee, so allow for both charges in the project budget.11
Does Page have zoning, lot-size limits and setbacks?
Page’s zoning code applies to use and development within city limits, subject to stated exemptions for government-owned property.2 In Page’s R1-8 district, the minimum lot area is 8,000 square feet and minimum lot width is 70 feet measured at the front setback.12 In Page’s RE-2A district, the minimum lot area is 87,120 square feet and minimum width is 200 feet.13
Page’s R1-8 front setback is 20 feet, reduced to 15 feet for side-entry garages or covered front porches; side setbacks are 5 feet with 15 feet aggregate, and the rear setback is 10 feet.14 Page’s R1-8 maximum lot coverage is 40%, and maximum building height is 30 feet.1516 Ask Development Services to confirm the parcel’s district and applicable exceptions before designing the house.4
How do septic permits work inside Page?
Page requires separate county approval for septic-tank installations in areas such as Ranchette Estates, and the city says a building permit may not be issued before verbal county approval.5 Coconino County Environmental Quality has delegated authority for conventional septic systems and some alternative onsite systems up to 3,000 gallons per day; larger systems in Page are regulated by ADEQ.6 Ask Environmental Quality which approval path applies to the proposed system.17
For resale of a Page property using a conventional or alternative onsite wastewater system, the seller must obtain a certified inspection within 6 months before transfer and provide the buyer with the report and relevant system documents.18 The buyer must submit a Notice of Transfer and pay the applicable fee within 15 calendar days after transfer.18
Can you live in an RV, tiny home or manufactured home in Page?
Page’s residential use table makes campground/RV-park use conditional in the Manufactured Home Park district and does not permit that use in the other listed residential districts.7 That RV-park classification does not establish permission for long-term RV living on a private Page lot; ask Development Services about the proposed occupancy before buying.74
Page permits manufactured homes in R1-5, MHS and MHP, but not in RE-2A, RE-1A, R1-8, R1-7, R-2 or RM under the residential use table.19 We could not confirm Page’s tiny-home-specific occupancy rule, private-land camping limits or minimum dwelling floor area; ask Development Services about the dwelling type and district.4
Building a home in Page: what should you do first?
- Ask Page Development Services to confirm zoning, allowable use and the development applications needed for the parcel.4
- Resolve wastewater approval before the building permit: Page requires county approval for septic installations in areas such as Ranchette Estates.5
- Prepare the city’s site plan showing property-line distances and utility hookups, then submit the building application and pay the plan-review fee.3
- Arrange city inspections and obtain final inspection and approval before occupying a completed room or building; schedule the final inspection 24 hours in advance.20
For a new, deepened or modified well serving Page land, file a Notice of Intent to Drill with the Arizona Department of Water Resources before drilling.9 For land outside Page city limits, use the Coconino County guide for the county’s building-permit process.21
Watch-outs
- Page’s building-permit exemption for sidewalks and driveways does not establish driveway-access approval; ask Development Services about the proposed access.14
- We could not confirm Page’s operative floodplain-development requirements or off-grid sanitation options; ask Development Services about floodplain review and Coconino County Environmental Quality about wastewater treatment.417
- Page’s manufactured-home permissions vary by zoning district, so a manufactured home allowed in MHS is not automatically allowed in R1-8.19
